In Caryll Churchills

In Caryll Churchills collaborative drama Cloud Nine, there are some very interesting resonances between acts one and two. As readers, we have to pay close attention to the gender and ethnic backgrounds of the actors, and the significance of who they are portraying. Throughout this play, there are many roles that are filled with cast members who by society, do not seem like the perfect fit for their character. By using the doubling and cross-dressing methods of drama, Churchill is able to develop the gender, race, and sexuality themes of the play. The doubling of Clive and Cathy forced the readers to pay attention to who the actors were, and the significance of the role they were playing. Clive is a father-type figure, who is also the most dominating character throughout all of Caryll Churchills play. His roles as a father, husband, and government administrator allow the readers to see why he is the character with the most control. Clive shows his dominance over the other characters in lines 129-155, when he makes Joshua apologize for being rude to his wife Betty earlier in the day. This scene allows the readers to see that Clive can take over a situation and make his black servant Joshua, feel inferior even though he truly might not have been rude to Betty. Clive also shows his dominance over his wife Betty, when Mrs. Saunders comes to the house on horseback in lines 255 to 260. After saying a few words of admiration about Mrs. Saunders, Clive simply instructs his wife to take care of Mrs. Saunders by saying, ! Mrs. Saunders has ridden here alone. What will you have for her? Tea or something stronger. Betty you will no what to do(Churchill 813). When Clive says this, and Betty does not question the order she has just received from him. However, this later found its way into the American criminal justice system. In prisons, people waited for their trial or punishment, while in detention. All types of criminals were detained together while waiting punishment. However, these prisons were poorly maintained, due to the negligence of the prison warders. Most people detained in prisons lost their lives due to various diseases, such as the gaol fever. Houses of correcti on were to serve a purpose of instilling industry habits in offenders through labor in prisons. The people held in these houses were mainly petty offenders, the local disorderly poor, and vagrants. Near the end of the 17th Century, houses of correction were absorbed into the prison system, and put under the control of the local justices of peace (Tonry 12-15). In the 18th Century, many executions of criminals were undertaken. This raised concerns and led to the opposition of the death penalty by many people. They suggested that not all offenders found guilty should be subjected to a death penalty, however, only those convicted of serious crimes such as murder, should be executed. This opposition was counter-productive as jurors finally considered executions for petty offenders extreme. They therefore had to look for a much fairer way of punishing petty offenders, other than execution. A State Forest Last autumn, while on a trip, I decided to walk through a State Forest. This huge forest enriches the countryside not far from town and was a place where indians held hunting rights until recently. Bellringer's Hollow was a magical place where, it is said, bells coul d be heard from time to time. Because the summer residence of the monks of Waltham once stood there, the local villagers thought that the spirits of monks rang those bells and watched over the forest. I lingered there for a while, listening to the gentl e sound of a stream as it flowed over the corks nearby. I also listened for the bells, but the bells did not ring for me. Maybe it was because I was an outsider! I began to follow the meandering stream to Bell Common, which was a strip of thick, rough grassland. E-governance and E-democracy in South Korea: Civil Participation Essay

What everyone is hailing as a new phenomenon is the coming to the fore of e-government and e-democracy. The phenomenon is new and had been around only for ten years. It started at around the beginning of the 1990s following in the wake of the advent of the Internet (UOC 2002). There had been various technology advances that came into existence that had shown good result in the private sector by enabling the availability of numerous services and information online. The members of the private sectors had exploited these new introductions effectively by putting them to good use. Some concerned citizens had been asking why the various governments are not doing what the private sector had been doing for some time now. Governments also in their quest to be efficient in what they are doing had been examining these new technologies from a while back where there had been effort to implement them effectively in what the various governments are doing. Currently, both the citizens and the various governments are working to harness these new technologies in order to put them to a constructive use. However, it is not easy as there is cost involved, as well as it would take time for all introductions to be effective simply because there is a lot of work involved. In addition, there is effort to create some kind of a balance between the demand-pull and the supply-pull that this paper will discuss further so that the whole undertaking will be productive. The whole idea of e-government and e-democracy rotates around the government policy making process, the kind of citizen participation that is prevalent, and the kind of public work conducted through the existing interaction. The advent of the Internet at around the year 1991 had altered the interaction, whereby the traditional way of carrying governmental duties had evolved eventually to uphold what is stated in the participatory theory. What used to be the norm was the citizens would elect their representatives and pay their taxes. Those elected representatives will form the various governmental bodies that will come up with policies and allocate the available resources based on what the priority is. This would mean on the part of the government an effort to put to good use of whatever technological advancement comes to the fore. When that is the case the government would be in a position to avail efficient service to the citizens and eventually some kind of e-democracy could become practical. Similar to what Layne and Lee (2001, 122-135) did Kim had introduced four models of e-government and had concluded by saying the main drive of the change is not the advancement of technology. In fact, according to his observation what is responsible for the change is the diversity and evolution of society that resulted in making society, culture, and politics the main surges behind the change. The exception being that if new technologies such as the Internet did not come around, it will be difficult to say that evolvement could make it where it is now, although it is possible to attain the diversity without the new technologies. The four models of e-governments according to Kim are Bureaucracy Model, Information Management Model, Citizen Participation Model, and Governance Model.
